Witholding Rent Payments

When (if at anytime) can I withold rent as a remedial action. For example: I requested that a needed repair be made in my apartment. The Property Mgr. (PM) said that it would be done on a certain date. I took this day off from work. I got promises behind my repeated calls to the PM that the repairmen would arive at my apt. to complete the repairs. The repair men never showed and I lost a days pay. Can I withold from my rent what I would have been paid that day?
