If you painted the paneling it is - in effect- ruined. You are responsible for bringing the wall back to a point where it looks as nice a wall as the paneling looked before you painted it. If the paneling must be removed then obviously the wall beneath must be repaired before painting. Have you tried stripping the paint? Sometimes if the wrong type of paint was used or if the paint was applied to a surface that was dirty, it will not adhere well and this could be to your benefit in removing it. You could replace the paneling, but it would be less expensive to spackle some holes and paint.
