Putting wife on lease

I live in Rent Stabilized very small studio in coop building. Sponsor owns the apartment.

In September 1999 I started proceedings with DHCR to have my significant other placed on the lease. She had been living with me for over 10 years, we were designated domestic partners for several years earlier. We have joint checking by which we pay rent and a joint credit card. Last year we got married and have filed a joint income tax return. DHCR has asked for the proofs several times and I complied promptly.

My problem is this. My lease comes up at the end of May. Owner refuses to put my wife's name on the lease. I have not heard from DHCR and I can get nothing from them when I call. I have written to Bureau Chief Gerald Garfinkle twice without response. How can I force owner to put my wife's name on the lease?
