I am having difficuly finding a listing on tenant's rights in NYC. Where can I get this info? I live in a rent stabilized apt on the Upper East Side. There are a lot of problems with the building including graffiti, loud noisy tenants, excessive garbage, and lousy maintenance. Many tenants want to put their rent into escrow. How do we go about doing this? Thank you.
