yeah, it's thwe law they must provide heat. i'm not sure what the LL is talking about, but whatever electricity it costs to run the 'heat source and blower' should be paid by the LL. there should be a separate circuit or whatever for it. i'm not sure but you may be able to call the electric co. and find out what is registered in each name. but i wouldn't be surprised if he's trying to pull a fast one. i'm starting to suspect my own LL of a similar thing with out (gas)heat. but in her case i think it's more a case of stupidity than outright deception.
