Landlord Illegally Decontrolling Apt's

We have a situation in our rent-regulated,81-apartment building where the Landlord has kept about 6-7 apartments vacant for few months, tried to rent them as "furnished Corporate Apartments", which did not work: And now he is renting them for whatever rent he can get. This, even though the apartments are rent-stabilized, and not in the area of the "$2000 Decontrol" rules. He is simply ignoring the rent laws, and giving the new Tenants a non-regulated lease,at exhorbitant rents. Please respond with a Step-by-step response to this, for both the Tenants individually, and the Tenants Association! THANKS!
