Now, the landlord is transferring ownership of the building to his ex-wife, and I want to protect myself. How can I lock her into signing a lease?

You can't force her into signing a lease. Wanna protect yourself? Buy your own property.

Is the he liable?

Liable for what? For the deposit? Yes, and he should turn it over to her at the close. You still live in the apartment, so the depoisit still rides.
