It's a free country, no one can "force" a landlord or anyone else to produce a reference. If you are on good terms with your landlord you might explain what you are doing and ask for a written reference. As a landlord I am asked that all the time and am happy to comply when the tenant is on good terms (meaning no late payments / disturbances in the previous 12 months).
If your current landlord simply doesn't want to be contacted, you'll have to respect that. But you can explain the situation to the new landlord and provide other information (job references, a previous landlord reference, a guarantor) that can be helpful in making a decision.
