It's not clear whether you live in a two-family house or a multiple dwelling (3 units or more).

New York City's Housing Maintenance Code (HMC) covers all housing units in the city.

Although it's not up-to-date, TenantNet has the HMC on its website; see Article 13 - Extermination:
