If you do not have a stove, fridge, and kitchen sink, you live in an SRO: Single Room Occupancy. There is no 18-20% vacancy allowance on SRO's and he can't even get the 4% 'renewal' increase unless at least 70% of the units are rented to permanent tenants.

ps: a studio contains both a bathroom and the 3 kitchen appliances; it may be any size, even over 1000 sq feet: what is missing is a separate bedroom with its own door and window.
