REQUEST FOR COMMENT ON PROPOSED CERTIFCATION OF NO HARASSMENT
PURSUANT TO THE SPECIAL CLINTON DISTRICT PROVISIONS OF THE ZONING
RESOLUTION

To Occupants, former occupants and other interested parties of:

438 West 44th Street Inquiry Period: Sept. 5, 1973 - February 27,
2001
669-69 Ninth Avenue Inquiry Period: Sept. 5, 1973 - March 5, 2001
671 Ninth Avenue Inquiry Period: Sept. 5, 1973 - March 5, 2001

Prior to the issuance of a permit by the Department of Buildings for the
alteration or demolition of residential building in certain areas of the
Special Clinton District, the Department of Housing Preservation and
Development is required to certify (1) that prior to evicting or
otherwise
terminating the occupancy of any tenant prepatory to alteration or
demolition, the owner shall have notified HPD of the owner's intention to

alter or demolish the building and (2) that the eviction and relocation
practices followed by the owner of the building satisfy all applicable
legal requirements and that no harassment has occurred.

The owner of the building located at the above-referenced address seeks
the
issuance of an HPD certification. The owner has represented and certified

to HPD of the owner's intention followed by the owner satisfy all
applicable legal requirements and that no harassment has occurred. For
your
information, HPD considers harassment to include, but not be limited to,
the threatened or actual use of physical force, deprivation of essential
services such as heat, hot water, gas or electricity, or any other
conduct
intended to cause persons to vacate the premises for waive fights related

to their occupancy.

HPD requests that if you have any comments or evidence of unlawful
eviction
and relocation practices or harassment occurring at the above-referenced
premises, please notify the Housing Litigation Bureau, SRO Anti-Harasment

Unit, 100 Gold Street, 3rd floor, New York, NY, 10038 in writing
postmarked
not later than 30 days from the date of this notice or by and in-person
