It comes under the "warranty of habitabilty" clause. The landlord is not to charge you to exterminate. What you signed is an ILLEGAL RIDER and he cannot enforce it. You send him a certified letter and tell him that he has 72 hours to do it or you are going to get an exterminator and take it off your rent.
