I assume this is non-rent stabilized building. If not, if it is rent-stabilized, the LL has an obligation to pay for extermination and that lease clause is illegal.

Are you saying these exterminators come, see the bugs, identify them as termites, and then say they need the LL's permission to deal with them? And he won't give it? (As opposed to your saying to the exterminator, "I think I have termites.") It is not clear.
You should not try to make that identification yourself.
If an exterminator says the building has termites--which is a serious problem endangering the entire building--the landlord would be a moron if he doesn't care. Dealing with termites is very expensive, so he is right to want a proper diagnosis.
