a friend of mine used to live in the boondocks of athens, ohio, and due to her remote location was asked by the various utility companies if she would just tell them over the phone what her meters read. they would come out twice a year to verify the true numbers and estimate in between. this doesn't have much to do with your situation but does show how even the utility companies can be lax or unfamiliar with the laws regarding their own service. i've lived in subdivided houses in which the landlord would get one water bill and divide it by the number of residents. its not particularly fair but in situations like this is seems that tenants don't have much choice. for what it's worth, your landlord is at least making a show of getting accurate readings of each tenant, so he may be being honest. then again, he could just be equally dividing the rates between tenants. can you find out what other people are paying and how much the water dept is charging? you can at least estimate if he is trying to skim something off the top.
