water bill

I received some answers about the water bill. I also called the water company and they told me that they know the landlord is charging us tenents on their own and they don't know if it is legal or not. The water department is reading their own meters, and billing the landlord for each separate building , then the landlord reads our separate meters and figures out how much each tenent pays to him. I think that if I pay a water bill, that I should have it in my own name. We have no idea if we are being charged for what we really use.
