apartment living is always a compromise. you were lucky to have had the quiet neighbor previously, and now you must cope with what seems to be the more common neighbor, the bass-thumpin-vacuum-at-4-in-the-morning-all-night-party neighbor. try to be generous, but the neighbor should understand the concept of compromise as well. if the noise is keeping you from sleeping or otherwise interrupting your life, you should definitely ask her to keep it down during obvious times. some communities has noise ordinances to keep things quiet, so if she doesn't comply after being asked nicely ... but most people i've dealt with have been pretty accomodating. most really don't know how far sound travels. they think because they never hear any noise that the walls must be soundproof, not that their neighbors are just more considerate.
