LL's only valid Certificate of Occupancy was issued in 1953 permitting 29 apts/story...however, rents have been charged and collected on 33/story - four more than allowed + 52 more total for these premises.
It appears there was an alteration plan filed in 1954, but LL did not apply for new CO until a violation was issued in 2000.
Now seeks "to legalize existing conditions" . . .can DOB approve that?
