Hello All! Any one who can point me in the right direction is a real life saver. My NY City, Brooklyn apartement windows look really foggy and dirty because the seal to them have been broken and therefore dirt and water have gotten in-between the seals (it's double pained glass) making it impossible to clean them. If I want them fixed they will have to be replaced. My landlord said that he would do that but that it'll cost him $2800 which he says will give him the right to raise my $936 rent stablized rent to just over $1000. Could this be correct? Is there some url you could point me to that would specifically say what happens if I get new windows? Thanks in advance,
