The FCC has e-mailed me the OTARD ruling, but it does not define
"building line".
The window is in the middle of the building, set back from the street.

The security bars could present a problem.

: Although you purchased the security bars, they're attached to the building, and a satellite dish attached to the security bars would extend beyond the building line.
