Unless you are in a non-smoking building and she is in violation of her lease, this is a fact of life in multi unit dwellings. Just read previous posts concerning same and see that you are not alone. Perhaps a good air purifier could help. I, too, am sensitive to cigarette smoke and understand your difficulty, however, this is not your neighbor's problem or responsibility. Neither you, nor landlord can curb her smoking if she does not want to do it. You can attempt to block seepage through walls all you can, but if there are common vents for furnace and return air, it will be to no avail.
