Smoking in apartment next door

Our next door neighbor has recently returned from a long trip and has taken up chain smoking cigarettes. The smoke inevitably seeps into our apartment, making it smell like a bar or a big ashtray when she is really on a roll. To make matters worse, I suffer from non-allergic rhinitis, which means that pollutants, like cigarette smoke, (especially, unfortunately, cigarette smoke, for some reason), causes me to have trouble breathing through my nose, and to experience a burning sensation in my throat. We have attempted to seal any and all cracks in the walls to alleviate the seepage of the smoke, and have asked her twice to attempt to do the same and have been met with attitude. Her habit is affecting my health. Can anything be done about this?
