getting information on an apartment

Hello. I'm looking at moving into an apartment in New York City in Washington Heights. It's a weird situation because I haven't met the new roommates, only the woman who owns the apartment. She told me that one of the people living there is out of town a lot and the other one works but isn't around much. The place looks like nobody is really living there which makes me suspicious. I'd like to verify that this woman does indeed own this apartment she's renting (since it looks fairly vacant and she wants cash). Besides approaching the building manager (who might not give out that info), is there someplace else I can go to find out about the apartment, who has lived there, who owns it, etc.? Thanks. Isn't it a bit odd to move into an apartment without meeting the people living there?
