Building burned down

I need some advice: half of our building burned down a couple of days ago by a drunk who "accidently" dropped a cigarette on his bed. Obviously, it was his fault. There was no damage to our apartment aside from the fact that we had to move to another apartment within the community. The problem is: the reason the fire "took" so much with it was because three water hydrants around the apartment were DRY! Apparently, the city cannot/will not fine the apartments, but HOW can anyone feel safe in this complex? How? What rights do we have?
