LAST December, the New York State Division of Housing and Community Renewal adopted numerous amendments to the rules enforcing rent laws in New York City and the rest of the state, and some details in the changes it made are causing heated debate. Lawyers who represent landlords say the amendments accurately reflect changes in the law passed by the State Legislature; tenant advocates contend that in some cases the housing division may have overstepped its authority
