YES it is Illegal......

He must give you a minimum of 30 days from the time you normally pay rent, so the rent increase cannot take effect ontil April 1st.

Also he CAN demand more money for security and last months rent too, IF the lease states a one month security, and last months rent, and not a dollar amount.

Best bet give him a 30 day notice to leave by April 1st, and then inform him that the last month rent will be used for March,(since he CANNOT Legally raise the rent).... and that you will demand he and you do a walk thru of the apartment to settle any damage claims just before you leave and hand him the keys. And that you will expect the agrred amount of securty deposit to be refunded to you within 14 days.

That sounds very fair and reasonable.
