No, it's not that simple. My understanding is that the fee must reasonably relate to some damages suffered by the landlord.
Or at least, that is what I learned when I researched the subject a couple of years ago.
It's not a strict yes or no. If it is a one-time thing, and it is not your fault, you should say so and decline to pay the late fee.
