Rental Discrimination--is there a public record of sale?

I recently tried to rent an apartment from a private owner, but after some various delays he told me that someone else wanted to buy the apartment, which meant that he could no longer rent the place to me. I have some reasons to be suspicious about the sudden appearance of this buyer. Is there a public record where I could check on the validity of his statements? Does the sale of real-estate become part of the public record? Thanks
