Tenants who behave as you describe deserve to be evicted. And if your landlord will not evict, then you should. Tenants in New York State have the absolute right to EVICT other tenants living within 200 feet of their apartment. You may wish to go to your county housing court and find out how to evict these rude and pushy tenants. You of course would have to show that they are using the apartment for illegal or immoral purposes or are in violation of their lease.
