No law about how hot is too hot.
There is a basic law: if it's broken, they must fix it.
An elderly woman died in Brooklkyn a couple of summers ago due to heat from radiator...

Do the usual: call, write a polite letter with deadline, write a stronger letter, call in a complaint to HPD. For hints, read tenant.net complaint pages.
