Tenant Protections in NYC

Can someone point me to a brief on tenant protections in NYC? Specifically, I need to know what rights tenants have in relation to the foreclosed properties that were part of the HUD rehab 203(k) program. Many of these properties were bought by nonprofits, who were supposed to rehab them, then rent them as low income housing. Needless to say, scam artists took the govt, non-profits, and the less fortunate of the city for a ride. Now the properties are going into foreclosure. I need to know what protections there are for tenants who live in both the occupied and unoccupied dwellings. Can you help?
