I live in an apartment building with downstairs neighbors who are heavy smokers. Every night, the odor penetrates into our apartment and is so thick in the hallways that it brings tears to my eyes. We have a small building (5 units and one store). We are trying to patch up holes in our apartment, to no avail (the building is very old). Do we have any recourse or is the landlord responsible for tending to any of this problem? In addition, these downstairs neighbors frequently put trash out on non-trash days and block our access to the stairs with said trash. Does anyone have any advice on what our options are? Help!!!!!
