NO...landlord does not have to provide window coverings in CA...most states do not require this; however, you should realize that if you install blinds or other coverings with SCREWS, they will become FIXTURES in real estate AND become part of the real estate and can not be removed without the landlord's permission. If you do remove them at the end of your lease, the landlord can charge you for any damage. You should check with the landlord/rental property owner about the proper coverings to use.
