What the city is going to "force" on you is going to be a lot better then what a landlord is going to force on you in a deregulated apartment.

The landlord is an honest man, he has told you the absolute truth, if he tried to cut a private lease with you on the side he would be acting illegally and it could come back to bite him on the @$$. You are a very cocky, probably young, fellow (I like that). But, if you think you can find better terms negotiating with a landlord privately, then just taking the cities (always under the CPI) increases, then you need to study harder.

Are you really so convinced of your skillful prowness to negotiate leases.
