Your best bet is to tell the landlord to take a hike and rent one of the numerous deregulated apartments that are available throughout the city. There you can enter into a private, contractual relationship with the landlord and avoid all those nasty rent increase restrictions. The joys of the free markets are there for you to take! And I hope that your deregulated landlord gives you a lesson in deregulation that you seem to richly deserve.
