Rent Stablization

I live in a rent stablized apartment which my LL is trying to deregulate. I called the DHCR and they said they sent me certified papers to fill out which I never received. I spoke to someone at the DHCR and he told me since it was past the 35 days I should write a letter to someone there and plead with him to open my case. I sent the letter 4 weeks ago and I still haven't heard anything. I called the same person I spoke to on the phone and he said I have to wait for a letter from this guy. Does anyone know anything I could do to speed the process along? My LL wants the lease back by the end of February and if my case could be reopened I don't want my lawyer to negotiate a price if it could be Rent stablized.
