You say the management company is "lying" to you, yet you desperately try to rent an apartment from them. Did I get that right ? Why would you want to sign a lease with a liar ? There are LOTS of apartments in this city, especially outside of Mahattan-below-96th street. Get out and look. Chances are, the management company in question doesn't want to rent to you in the first place or is tired of dealing with all your calls, so they tell you whatever they think will make you happy.

Also -- you mentioned the apartment is "less than market value". Guess what, that means dozens of people are lined up to ready grab it. Remember the old saying, if it sounds too good to be true, it probably is.
