Renting Brownstones and Laws regarding Painting

I have rented 3 floors of a Brownstone and the garden floor has been rented to another person.
The question I have is to do with Painting of the House
Does the Law stipulate that the owner paint the house every three years or every time a new tenant moves in.

If the owner does not comply with this law if it exists, does the tenant have a right to be reimbursed for the painting?
I had the house repainted and the owner has refused to pay for the expenses despite telling me to go ahead and paint the house.
This Owner is living outside the country and does not have a Building manager either.
