Coop Tenant Associations?

My apartment building is technically a coop, yet it is entirely owned by a corporate entity. There are NO tenant owners. I assume this is to avoid rent control laws. Is this legal? And can the tenants in a coop form a tenant association?

The building is horribly maintained--at times dangerously so. And the super has made himself vitually inaccessible.
