It makes no sense that you are upset about the 30 day notice because you don't want to move - but are complaining about how bad the place is. Don't pull this on a judge. Have seen it happen and they will make you look like an a__ __. First of all, figure out what you want. If you like where you live and want to stay there - act like an adult. Call the manager / landlord and ask why you have received this notice since you have been a tenant in good standing and like where you are living. Perhaps the notice was sent in error - perhaps not. How will you know unless you ask? If the place is as bad as you say - why are you complaining that you have to move? It makes NO sense. If the place is bad and you don't like it - this is a good time to find another place that is better... a place that meets your expectations. It might be a great opportunity to move out of this place that you find so nasty.
