Is it an apartment building? How many units? What does the lease say? Is it a public sidewalk that abutts the property or a part of the property? In an apartment complex with many units, it would be unreasonable for tenants to maintain grounds, so LL is responsible. Some leases specify that tenants are responsible. In abscence of this matter being discussed in the lease, I would assume that is the responsibility of the LL if it is on his property.
