Social Security Number

Is it normal for a landlord to have your social security number? I live in Queens on the 2nd floor of a privately owned house wtih my roommate (we have a 1 year lease), with the landlords on the first floor and a tenant in the basement. Our landlord changed the con ed bill into my name without telling my roommate nor I he was doing it. We weren't even aware he had our SS# - we never gave them to him. Do real-estate agencies (in this case Remax) typically give out that kind of info to landlords? Is it legal for a landlord to have his wife impersonate the tenant and take out accounts in their name?
Any advice would be greatly appreciated!! Thanks so much!
