I'm searching for a copy online of the actual Urstadt Law. I've never read it but it seems to me if Gov Rocky's law which "prohibits local governments from enacting more "stringent or restrictive" rent regulations than those
contained in state law " might also prohibit DHCR from doing the same, as they seem to have done with their new codes. "Named after Charles Urstadt, Gov. Nelson Rockefeller’s housing commissioner, the "Urstadt Law" is chapter 372 of the Laws of 1971"
