Deregulation

I live in a rent stablized apartment in NY and my lease is up in May 2001. I first received a new lease that increased my rent 4% which I was thrilled. I then received a letter from my management company that they were deregulating my apartment because the DHCR's order of Deregulation. After I spoke to the management company they said I was supposed to get papers from the DHCR and fill them out. If I don't complete them in 60 days my landlord can deregulate the apartment. I was also told these forms were supposed to come certified mail but I haven't recieved any certified mail. I sent a letter to the DHCR but I wanted to know if there was anything else I could do to appeal this.
