Sara, would you like lower rents or high rents ? Although _YOU_ may be able to afford market rent for a luxury apartment, not everyone can. Illegal apartments provide a logical and lower cost alternative for thousands of lesser means. They also help to lower the cost of all apartments overall, by increasing the general supply of apartments.

Are illegal apartments unsafe ? Not necessarily. Many have two exits and are otherwise in safe homes. You are right that most fires occur in 1-2 family homes, which are usually wood frame. However a closer analysis shows that many of these fires were in very overcrowded homes or in places with otherwise gross safety violations. There are literally hundreds of thousands of illegal apartments in greater NYC. I am not aware of any fires in which 11 people were killed in an illegal apartment in NYC, Sara, sounds like you are fear-mongering. If areas like Queens, NY and many town in L.I. removed restrictions on otherwise-up-to-code apartments, you'd have thousands of apartments legalized.

The bottom line ? Base your decision on where to live on objective factors such as the rent, amenities offered, appearance and conditions of the apartment. Don't let the government or other people's misconceptions force you into expensive housing when other options are available.
