Here's a thought...

For those apartments that are under Rent Control, I understand that the apartment may be handed over to a direct relative if they were living on premises for at least 2 years.

What if that direct relative did not really live there? Instead, they just put their name on the mailbox? What rights does the landlord have to prevent this from happening?
