Raising Rent

I understand that there are some people who are incapable of earning enough to justify a high rent. However, there are also cases where tenants make more than enough to cover the rent stabilized amount and seek only to take advantage of the situation at the expense of their landlord.

How would one go about raising the rent to standard rent control limits? I believe the law states that the minimum rent (in a rent stabilized apartment) must be at least $215 (as of 1997). Would this be correct? What do I need to do to get the rent raised to AT LEAST this level?
