Is the sidewalk you refer to a private walkway on his property that goes to your apartment ? Or a public sidewalk in front of the house ? Who else would use the sidewalk or garage ?

If its a public sidewalk you'd check with the city to see what the policy regarding snow removal is. In some cities the municipality removes it, in others, its the responsibility of the property owner.

If its a private walkway to your apartment, you're probably out of luck. You could politely ask the landlord what arrangements he has to remove snow from the rest of his property (I assume he has a driveway). Perhaps let him know that you'd be willing to sign a lease (or extend your lease) if he would take care of this.
