Chelsea's solution seems to be to ignore reality and to get as many "outsiders" involved in what is essentially a private agreement between landlord and tenant. Perhaps that explains why she has gotten nowhere over the years.
The New York Times had an article on loud and banging steam pipes (Dec. 19, 1999) Explained the physical reasons why this banging occurs in older buildings. If I'm not mistaken, they cannot usually be fixed without major repairs.
My advice is either decide to live with it or ask to be released from your lease and move to a modern apartment if you can't. Calling your city councilperson would be an exercise in government buracracy and politics, but will not get you the results you want (peace and quiet).
