Do you have a video camera? I would tape the sound and check out the pipes via camera to see if the pipes are banging -- noticably moving back and forth. Make sure the camera has the date and time recorded on it as well, as this will be your proof to prove your point about lack of sleep and disturbing your general peace and quiet. And then make a copy of the tape and present the copy to the landlord via certified mail or fed ex (signature of receipt will be your proof LL got the tape for your files) with a short polite note making your point. There's power in having proof. Then, if the landlord continued to ignore me 10 days after receipt of my letter, then I would call Housing and Preservation and see if they could help me.
