If he's being a pain, then yes, he is probably looking for reasons. There may not be much leeway in getting around the payment commandment. You say he gives you til the 5th for everything without getting penalized? if so -- can you either a) personally walk it in to them on the 3rd or 4th when you have everything and get a signed receipt from that person who receives your payment for your records or b) send it fedex for the 3rd to arrive the 4th (afternoon delivery is cheaper than early morning or morning delivery) so that way you get receipt of signature and a definite that it will arrive on time?

also, I would put what he said in writing, telling him in the letter that this is what you understood from him to be true, and ask him to sign off on it and return it. Also include that IF he does not return it within 10 days, it will mean his agreement to what was written in that letter (it's called a letter of understanding)and stick to it. Keep a copy for your files.
